Chief of the Foreign, Comparative, and International Law Division I at the Law Library of Congress Hanibal Goitom will provide a brief introduction to the webinar and guest presenter Judy Wairimu Ng’ang’a. Judy, a senior library assistant-systems at the Kenya School of Law, will examine the accessibility, challenges, and strengths of legal education in Eastern Africa, focusing primarily on Kenyan legal information. In this webinar, Judy will highlight different key digital platforms available for legal research, tools used by law librarians, and the roles of system librarians in Kenya. Additionally, she will also touch on the best practices and key challenges that legal researchers in Kenya might face when conducting their research. Hanibal Goitom serves as Chief of the Foreign, Comparative, and International Law Division I at the Law Library of Congress, a role he has held since 2018. In addition to this role, he serves as a foreign law specialist focusing on English-speaking African jurisdictions. Since joining the Law Library in 2007, Hanibal has prepared in-depth legal research reports on the laws of these and other sub-Saharan countries for members of Congress, executive-branch agencies, the federal judiciary, and the public. Hanibal earned his LL.M. in international law from New York University School of Law and his LL.B. from the University of Asmara in Eritrea. He is admitted to practice as a member of the New York Bar.

Judy Wairimu Ng’ang’a is a Senior Library Assistant-Systems at the Kenya School of Law. In her role, she manages, maintains, and supports the library’s electronic resources and information management systems, including its security, discovery tools, and institutional repositories. Additionally, she works closely with library staff and information professionals to ensure its users have the resources, training, and support they need to fulfill the school’s academic mission. Ms. Ng’ang’a has over 10 years of experience working in academic libraries and a background in library science and information technology, including a Master of Science in information science from Kenya Methodist University, a Bachelor of Science degree in information technology from KCA University, and a diploma in library and information studies from Kenya Technical Teachers College, all in Nairobi, Kenya.
