Congress.gov New, Tip, and Top – February 2026

In the previous release, we migrated the Register of Debates, a predecessor to the Congressional Record, to Congress.gov. With this release, we are enhancing access to the Senate legislation actions overview display and adding the ability to download the text of legislation in XML format. Please see the list of enhancements below for more details.

Enhancements

Enhancement – Senate Legislation – Actions Overview

  • Beginning in February 2026, the Actions Overview on Senate simple and concurrent resolutions displays “Submitted in Senate” as the first action.
  • Actions Overviews on original reported measures no longer display an “Introduced in Senate” action.
  • Action searches for Introduced (Bills and Resolutions) retrieve introduced, submitted, and original reported measures.

Enhancement – Legislation – Text

  • Legislation Text tabs offer the option to download XML when available.

Congress.gov Tip

Predecessors to the Congressional Record, such as the Congressional Globe, Annals of Congress, and Register of Debates, are not yet full-text searchable. To better utilize these collections, be sure to use the indexes, which you will find on the Congress.gov Browse Pages under the heading “Debates of Congress” for the 1st – 42nd Congresses.
